House Judiciary Committee Democrats counted $1,653,430,985 in restitution, forfeiture and fines erased by Donald Trump's second-term pardons from January 2025 through July 2026, in their August 21, 2026 Pardons, Inc. staff report.
A June 2026 Reuters review of Justice Department clemency records found that 96 percent of Trump's second-term clemency grants bypassed the Office of the Pardon Attorney, the career office that vets requests.
BTP's ledger tracks pardons that followed political money, including Trevor Milton, Paul Walczak and Adam Kidan. This week Trump reportedly floated a pre-emptive pardon for Elon Musk, his biggest 2024 backer, if Democrats win Congress. Musk has not been charged with a crime, and no Musk pardon has been issued.
The earlier pardons came after the money. The reported Musk offer comes before any charge.
