On Wednesday, October 14, the Federal Register printed a memo from President Trump that creates a "Committee of Inquiry" to decide whether Lisa D. Cook, a sitting governor of the Federal Reserve, can be removed "for cause." The hearing is set for November 5, in person, at the White House. Election Day is November 3.
The memo alleges that Cook "made false statements in connection with one or more mortgage instruments." It names no loan, no amount and no date. It does name the three officials who will weigh the allegation, and every one of them works in the branch run by the man who signed it.
The Fed sets the rate that rides inside your mortgage, your car note and your credit card bill. Who sits on its board is a question about what you pay. The President has written a four-hour procedure for answering it, and the procedure ends on his desk.

The Panel He Built
The Committee of Inquiry has three members: the Assistant to the President for Economic Policy, the Chairman of the Equal Employment Opportunity Commission and the Director of the Office of Government Ethics. Those are the seats the memo fills. The memo also directs the Attorney General and the Counsel to the President. Every office on that list sits in the executive branch.
Inside the room, the Committee or Justice Department personnel may question Cook. She "shall comply" with the Committee's requests for documents. The Committee may change its own procedures, according to the memo, with "adequate notice." The rules of this hearing belong to the people running it.
When the hearing ends, the Committee writes findings of fact and conclusions of law, sends them to the President and recommends whether cause exists to remove her. The standard it applies is cause "within the meaning of 12 U.S.C. 242, as construed in Trump v. Cook, 146 S. Ct. 2234 (2026)." The case that sets the standard carries the President's own name.
The man who ordered the inquiry receives the verdict on it.
The Calendar
Cook's written position statement is due at least three days before the hearing. Count back from November 5 and the deadline lands on November 2, the day before the country votes. Her statement after the hearing is due November 10.
The memo is older than its Federal Register date. The White House posted it on the evening of October 7, and the memo itself directed the Attorney General to publish it in the Federal Register. That publication came a week later, on October 14.
So a governor of the central bank spends the last days of a national election writing her defense, and the hearing on her job opens two days after the polls close. Nobody had to pick those dates. Somebody did.
What the Memo Gives Her
Read the memo fairly and it describes a process. Cook may bring counsel, argue her case and present written evidence and witness statements. The Committee must hand her the evidence it is considering before the hearing. The hearing gets a transcript.
That is the White House describing its own fairness, in a document the White House wrote. The mortgage charge remains an allegation. BTP found no court finding and no criminal charge in anything we read for this issue, and the memo puts no number on the conduct it alleges.
A process can hand you a lawyer and still be built to reach one place. Notice and counsel are the floor. The question is who owns the room, the clock and the decision, and the memo answers all of it.
Who Pays
The Fed's work lands on kitchen tables. The rate it sets moves what a family pays on a mortgage, a car loan and the balance on a card. A board whose governors can be judged by the President's own officers, in his own house, behind a closed door, is a board that learns whom it works for.
BTP argues the process is the story, whatever the verdict. Cook may answer every question. The Committee may find no cause. The template survives either way, and the next President who dislikes a rate decision will find it printed in the Federal Register, ready to reuse.
Your rate gets decided in a room you will never see. Until now, the people in that room could not lose their seats to a four-hour hearing the President designed. Read the memo yourself, and hold every candidate on your ballot to a plain answer about it before November 3.
