Polling Lockup: Who's Actually Leading 2028

The first lie of a presidential primary is inevitability. The second lie is the graphic that makes 19 percent look like a mandate.

Emerson's July 19-20, 2026 national poll says Pete Buttigieg leads the Democratic 2028 field at 19 percent. Gavin Newsom is at 17. Jon Ossoff and Alexandria Ocasio-Cortez are each at 13. Thirteen percent are undecided.

On the Republican side, Emerson found JD Vance at 39 percent and Marco Rubio at 38. Nine percent are undecided. That is not a lockup. That is a door with one loose hinge and a donor class trying to call it architecture.

The Terrain

Early 2028 polls are not prophecy. They are weather reports for name ID, money, media attention, party hunger, and who got placed on the menu before the voters saw the restaurant.

Emerson's own methodology matters here: the full poll surveyed 1,100 likely voters and has a credibility interval of plus or minus 2.9 points. For the 2028 ballot tests, the real lesson is not one candidate's tiny edge. The real lesson is how open the field still is.

The Machine

The machine loves a frontrunner because a frontrunner is easy to sell. Donors can pick a lane. Cable can book a segment. Consultants can raise money off fear. Campaign staff can pretend the race has already sorted itself out.

But the public record is messier. Buttigieg leads by two points over Newsom. Vance leads Rubio by one. Ossoff was newly added to the Democratic test and landed at 13 percent. That is movement, not cement.

The Proof

The proof is the spread. Emerson's May poll had Buttigieg at 18, Newsom at 16, and Democratic undecided at 18. By July, Buttigieg was 19, Newsom 17, Ossoff entered at 13, Ocasio-Cortez was 13, and undecided fell to 13.

On the Republican side, Emerson's May poll had Vance at 36 and Rubio at 35. By July, Vance was at 39 and Rubio at 38. The race did not become settled. It stayed close.

Who Pays

Voters pay when a soft poll becomes a hard narrative. The candidate at 13 percent gets treated like a surprise. The candidate at 19 gets treated like the mayor of the future. The undecided voter gets erased even though that person may decide the whole thing later.

This is how early coverage can make campaigns before voters do. It shapes money, staff, endorsements, and fear. The number may be soft. The reaction to the number is not.

Between The Lines

Do not ask only who is ahead. Ask who was included, who was missing, who has name ID, who has money, who has a cable lane, and which voters are still barely paying attention.

A horse-race graphic is not democracy. It is a scoreboard before the teams are fully on the field.

Hiring

This fight needs investigators, organizers, lawyers, data people, policy writers, local reporters, and designers who can turn records into pressure.
