4.5 Million Off SNAP. The Fraud Line Got Worse.

Four and a half million people is not paperwork.

It is food disappearing from kitchens.

CBPP's July SNAP tracker says participation fell by more than 4.5 million people, about 11 percent, between the July 2025 enactment of the Republican reconciliation law and April 2026. That is the latest month with data for all states.

The child number is uglier: CBPP says the number of children receiving SNAP has likely dropped by more than 1.5 million since July 2025.

The Machine

The sell was fraud. The result is hunger with a filing requirement.

That is how this always works. Politicians do not say, "We are taking food out of poor people's carts." They say integrity. They say efficiency. They say work. They say the government is finally getting tough.

Then the paperwork gets harder, the waiting room gets longer, the state office gets squeezed, and a parent is standing in a grocery aisle doing math with a kid asking for cereal.

The Proof

The federal number is the cut. CBO and CBPP put the reduction near $187 billion through 2034, the largest SNAP cut in program history. PBS described the same policy as roughly $186 billion in federal SNAP spending cut over the next decade.

CBO's estimate for Public Law 119-21 says the law expands SNAP work requirements, narrows waiver options, and takes away protections for veterans, people experiencing homelessness, and young adults who aged out of foster care. CBO estimated the work-requirement changes would reduce SNAP participation by roughly 2.4 million people in an average month over 2025-2034.

The deep cut is the state-budget trap. Starting in 2027, states take on a larger share of SNAP administrative costs. Starting in 2028, most states must pay between 5 percent and 15 percent of SNAP benefit costs based on payment error rates. CBPP warns that this gives states an incentive to chase lower error rates fast, even when the quickest move is more paperwork, more delay, and more eligible families falling out of the program.

Who Pays

The grocery store does not care what the talking point was.

CBPP says the average SNAP benefit is about $6.17 per person per day in fiscal year 2026, roughly $2.06 per meal. A cut to that is not symbolic. It is breakfast, lunch, dinner, and whatever a parent skips so the kid can eat.

That is the part Washington tries to bury under program language. The household does not experience this as a budget score. It experiences it as a smaller cart.

Between The Lines

The fraud line matters because it changes who gets blamed.

AP's fact check on the SNAP drop reported that SNAP fraud remained low, with less than 1 percent of participants disqualified for fraud in 2023, while experts pointed to the 2025 law's stricter eligibility rules and funding cuts as major drivers of the decline.

So when officials call this program integrity, ask the plain question: if the problem was fraud, why was the answer work requirements, state cost shifts, benefit cuts, and millions fewer people getting food?

Hiring

This fight needs investigators, organizers, lawyers, data people, policy writers, local reporters, and designers who can turn records into pressure.

Bottom Line

More than 4.5 million people are already off SNAP since the law passed. Children are being pushed off too.

The sell was fraud. The result is food disappearing.

One action: When a politician says this is about fraud, make them answer with numbers: how many people lost food, how many were actually disqualified for fraud, and who is supposed to feed the family now?
